Umeedd, an organisation in Silchar which primarily works against Child Sex Abuse, held a press meet on Saturday (22nd August, 2020). During the press meet, it was announced that Sunil Deb Roy, a 81 year old man of Gangapara, Rongpur, Silchar, allegedly molested a 9 year old girl.
A member of Umeedd received a phone call at 10 am on Friday from a man, who claimed to be the father to a girl who had been sexually molested. Umeedd instantly starts its course of action. According to the father, as informed during the press conference, he had been suspecting something unusual, happening in his home; consequently, he decides to investigate into it and set up a hidden camera inside his flat. That was when he found something, that had left him in extreme shock. The video, which was then provided to Umeedd, as an evidence, shows the 81 year old man, grabbing and fondling the 9 year old girl.
Umeedd informs that the father was being pressurised by his landlord who is the son-in-law of the accused, that he must refrain from informing the police about the incident. Consequently, the father contacted Umeedd and thus, Umeedd filed an FIR under sections 295 & 354 (B) of IPC and section 12 of POCSO (Protection of Children from Sexual Offences) Act, 2020, in the Rangirkhari Police Station on Friday, at around 05:30 pm. The FIR has undersigned as Shamik Chanda, Bishal Das and Yuvraj Acharjee.
Immediately, the information was forwarded to Rongpur Police Outpost and few members of Umeedd, along with the OCs of Rangirkhari outpost and Rongpur outpost went in search of the accused. At around 10 pm, the accused got arrested and is currently in judicial custody.
The statement of the father was recorded by the police last night, and the victim has given her statement to the police today. Umeedd further informs that the victim has already been taken to the hospital for the medical test, which will be later followed by counselling. The accused claims to be inncocent and says that everything is a story which is being framed against him.
The founder and secretary of Umeedd, Shamik Chanda stated, “I want to highlight that since lockdown has started in the month of March, this is the sixth reported case of child sex abuse in Barak Valley. The first incident happened in Shivergool, Karimganj on 17th April, 2020; the second incident happened in Botertol, Meherpur, Silchar on 29th April, 2020; the third incident happened in Kalibarichor, Silchar on 15th May, 2020; the fourth incident happened in Ashram Road, Silchar on 24th May, 2020; the fifth incident again happened in Ashram Road, Silchar on 17th August, 2020 and the sixth incident happened in Rongpur, Silchar on 22nd August, 2020. Now, NCRB says that 109 children get sexually abused in a day, which implies that more than 4 children get raped in one hour. These numbers may seem to people to be unrealistic, but somebody, who works in this field, has an idea about how real these numbers are, and this is gravely concerning.” He further adds, “My appeal to each and every citizen is that, whenever you come across such an incident, please report it. We have POCSO act, which fortunately saves all the rights of a child without any discrimination. The Officer In-charge of Rongpur Outpost, in a conversation with Cachar Chronicles stated, “The victim has been tested for COVID-19 and sent to the Magistrate for her judicial statement to be recorded. The accused has also been tested for COVID-19 and currently, he is in judicial custody. The statements of the victim’s parents have been recorded and the statement of the members from Umeedd will be recorded by tomorrow or a day later.”
It should also be mentioned here that Umeedd dealt with a similar case three months back, when they filed an FIR against a 20-24 year old man, who was accused to have sexually molested a 7 year old boy.
