Unlock 5.0: Ministry of Home Affairs issues new guidelines

The Ministry of Home Affairs issued fresh guidelines for Unlock 5.0 on Wednesday (30.09.2020), that will come into immediate effect from 1st October, 2020 and will last up to 31st October, 2020.

The new guideline will include reopening of cinema halls and entertainment parks and swimming pools starting from October 15 but with only 50% capacity. Ministry of Information and Broadcasting will soon release SOPs (Standard Operating Procedures) for the same.

For re-opening of schools and other educational institutions, the central government has given the power to the state ministry to take a final decision after October 15 with proper consultation with the respective administration of schools/colleges/coaching classes.

The department of Higher Education under the Ministry of Education will take a concrete decision on re-opening of university/colleges/higher education institution, after proper consultation with the MHA basing on the situation.

Attendance isn’t mandatory for the students of class 9 to 12. The student may visit the school only after proper written consent from the respective parents. The ministry has asked the schools to encourage online and distance mode of education as of now.

Business to Business exhibitions will be permitted from 15th October.

Social/ academic/ sports/ entertainment/ cultural/ religious/ political functions and other congregations were earlier permitted with 100 persons only. Now both state and UTs may allow the gathering of more than 100 people after October 15.

Halls will be allowed to re-function but with a maximum of 200 people in 50% of the hall capacity maintaining proper physical distancing. Thermal scanning and provision of hand wash will be mandatory.

The containment zones will continue to follow strict lockdown rules till 31st October 2020.
